Purpose
This Policy establishes how Macomb Community College will determine the primary location of prospective, admitted, enrolled, or active students in accordance with the state authorization requirements of 34 CFR § 600.9(c), the program participation agreement certification requirements of 34 CFR § 668.14(b), the professional licensure disclosure requirements of 34 CFR §668.43(a)(S)(v) and 668.43(c), the National Council for State Authorization Reciprocity Agreement and other applicable requirements.
Federal regulations require that for programs leading to Iicensure, the College must certify that the program meets educational requirements for licensure where the institution is located and where distance education students are located. Additionally, the College must notify students if Macomb's programs meet or do not meet the State's requirements for professional licensure or certification in the State in which they are located.
Macomb Community College will determine the State in which its prospective, admitted, enrolled, and active students are located for the purpose of disclosing State-specific professional licensure information. Macomb Community College shall establish an official process to determine a student's location:
- at the time a prospective student completes an application for admission,
- at the time an enrolled or active student notifies Macomb Community College of a change of address,
- at the time an enrolled or active student requests a change of program to a professional licensure program.
1. Scope
This policy applies to all Macomb Community College prospective, admitted, enrolled, and active students (US and International). This policy applies to students in all modalities and enrollment types, including but not limited to students who are enrolled as full-time and part-time students.
2. Definitions:
Student Type Definitions
Prospective Student: An individual who has submitted a complete college admissions application and is in the process of completing the required steps/documents for admission.
Admitted Student: A student who has completed the required admission steps and has received a letter of admission to Macomb Community College but has not registered for classes.
Enrolled Student: A student who has registered and paid for classes in the current semester.
Active Student: A student who has registered for classes in at least one previous semester and is eligible to register for classes in a current or future semester, but is not currently enrolled, graduated, or dismissed.
Address Definitions:
Permanent - Home Address: The address of the prospective, admitted, enrolled, or active student designating their permanent home as provided to the College on the application for admission or otherwise indicated in the College's system of record; it is the address where the student considers their permanent address and intends to stay or return to if the student is temporarily living at another address.
Initial Enrollment: The first day of classes for the first term of enrollment in the Professional Licensure Program.
Professional Licensure Program: A degree program designed to (or advertised as) satisfy educational prerequisites for a State-issued professional license, certification, or other credential that is required for employment in an occupation.
Professional Licensure Disclosure Statements: Announcements made by Macomb Community College that provide information to the general public (e.g., public disclosures) or by directly notifying students (e.g., direct disclosures) about whether programs leading to professional licensure or certification meet educational requirements for licensure or certification in a particular State.
SARA: The State Authorization Reciprocity Agreement, commonly known as SARA, is an agreement among member states that authorizes an institution located and legally authorized in a State covered by the agreement to provide out-of-state activities to students located in other States covered by the agreement. Institutions that participate in SARA agree to abide by a set of quality expectations, reporting requirements, and consumer protection practices that are promulgated by the National Council of State Authorization Agreements (NC-SARA) and upon which Member States have agreed. SARA does not affect the applicability of general-purpose State laws such as business registries, general-purpose consumer protection laws, worker's compensation laws, criminal statutes, and the like. SARA does not affect State professional licensing requirements. Additional authorization may be required in SARA-member States if the institution conducts certain activities not covered by SARA Rules.

3. Determining Student Location
For the purpose of compliance with the state authorization requirements of 34 CFR § 600.9(c), the program participation agreement certification requirements of 34 CFR § 668.14(b), and the professional licensure disclosures requirements of 34 CFR §668.43(a)(S)(v) and 668.43(c), a student's location will be determined in the following manner:
For the purpose of determining student location, a student's Permanent - Home address will be considered the student's location.
Procedure for Student LocationThe Permanent-Home address established on the admissions application is the student location for prospective, admitted, enrolled, and active students.
Students who have a Permanent-Home address change after admission will be instructed to submit a student update form.
- Relocation while actively pursuing a Professional Licensure Program: Licensing and authorization requirements can vary by State; therefore, any relocation by enrolled or active students can impact their ability to continue the program, meet the eligibility requirements of that State, and/or receive financial aid funding. Any student considering relocation should consult with their program's department chair or coordinator to check for authorization and licensure eligibility requirements. It is the student's responsibility to seek guidance on this issue prior to relocation.
- Each semester, the College will send a notice to enrolled students as a reminder to review current address information in the student information system and if address updates are required students will be required to submit the student update form available on the Office of Records & Registration portal page.
All enrolled and active international students on F-1 Visas at the College must report a local residential address as a Permanent-Home address, which will be used to determine a student’s location. Address information is maintained through both the Office of Records &
Registration and U.S. Department of Homeland Security (DHS) in the native country. Addresses must be accurate and on file at all times. International students on an F-1 Visa must notify the College of a change of address within ten days.
Reporting Student LocationWhen student location data is needed for reporting purposes, such as reports required by the U.S. Department of Education or the National Council for State Authorization Reciprocity Agreements (NC SARA), the College will follow the applicable reporting entity's rules for determining student location.
